December 4, 1982, the Fifth Session of the Fifth National People's Congress adopted the current "People's Republic of China Constitution." Current constitution is the first constitution of new China in 1954 to develop the inheritance and development. The Constitution is the fundamental law of the state, country celsius and bringing peace is the total charter, has the highest legal status and legal authority of law. Full implementation of the Constitution, is to promote the rule of law and building a socialist country ruled by law and basic work priorities. People of all nationalities, celsius all state organs and armed forces, all political parties and social organizations, enterprises and institutions must take the Constitution as the basic criteria, and the duty to uphold the dignity of the Constitution and ensure its implementation of the Constitution. No organization or individual shall have the privilege of being above the Constitution and the law, all in violation of the Constitution or the law must be investigated. In order to enhance the awareness of the whole society of the Constitution, to promote the spirit of the Constitution, to strengthen the implementation of the Constitution, and comprehensively promote the rule of law, the Twelfth National People's Congress Standing Committee of the Eleventh Meeting of the decision:
